is there an online history of who won gold AND silver AND bronze at the national levels for these in the corresponding years? All I see on the USTA website are the gold ball winners?

Not of which I am aware. You would have to look at draws or ask individual players.

You would have to go through each draw to find bronze and silver ball winners. It would take a long time and the data before the current software was used is likely gone. And much of it was never online.
