The tournaments are open to everyone, regardless of the level of the player because they are age division segregated, not segregated viability. However, level three tournaments tend to be high level sectional level events, level two tend to be regional level events, and there are only four level one tournaments a year, one each for indoor hard, grass, clay court, and hard court. These events normally attract the top level players nationally, and sometimes even internationally for a particular age division. The winners of the level one tournaments tend to be 5.0-5.5 level at the levels up to about age 70, and, where they start dropping down to 4.5 at age 70 and further down for older divisions. Level three tournaments are often one by 4.5 players regardless of the age or even 4.0 players and level two tournaments tend to be won by 4.5 to 5.0 players depending on how many players there are in the events, what age division, etc.
Most level two tournaments and all of the level one tournaments have some form of consolation for both singles and doubles as do some of the level three tournaments.
Again anyone is allowed to enter these tournaments there are no minimum requirements as to ability but players in the middle age divisions between say 40s and 70s would not have great success if they were a 3.0 player but they might have fun
The higher the level the stronger the field; level one is for players all over the USA; level two is more regional and level three is more sectional oriented. There are only four level ones although this year there are six in some divisions. There are more level two and level ones and more level three and level twos. It depends on how much travel you want to do, and how strong a player you are. Tournaments are open to USTA and ITF players, though of the appropriate age, regardless of ability.
